In Morristown, Medicaid disbursed a minimum of $3,073 in 2024 for services billed under HCPCS codes that are specifically designated for COVID-19, according to the U.S. Department of Health and Human Services Medicaid Provider Spending database.

Medicaid is a public health insurance program that operates under state administration and is funded through a partnership between federal and state governments. It provides coverage for low-income families and individuals, seniors, children, and those with disabilities, making it one of the largest components of the U.S. health care system.

Because Medicaid payment sources are taxpayer-funded, local billing trends illustrate how health care public funding is distributed across communities.

This review identified COVID-19–related services using HCPCS codes marked or classified as “COVID-19” or “coronavirus” in billing records or reference information. Therefore, the analysis represents only claims that billing data specifically labeled as COVID-related and may exclude pandemic-linked care billed under broader or alternate codes.

Clifton reported the highest Medicaid payment total for COVID-19–related services in New Jersey in 2024, reaching $1,725,516 in claims connected to the virus.

Morristown had two providers submit Medicaid claims for COVID-19–related services in 2024. Among the most billed codes was COVID Specific, making up $1,896 of the total.

On average, Medicaid payments per provider for COVID-19-related care in Morristown were $1,536, which falls below New Jersey’s statewide average of $33,367.

COVID-19 services accounted for a substantial portion of Medicaid spending growth in Morristown during pandemic years.

From 2020 to 2024, Medicaid payments for all other claim categories in Morristown increased by $14,134,388, a 58.7% rise.

In the two years prior to the pandemic, average annual Medicaid disbursements in Morristown were $27,900,291.

Centers for Medicare & Medicaid Services data show that federal and state Medicaid spending combined totaled approximately $871.7 billion in fiscal 2023, making up around 18% of national health expenditures and marking a significant increase from $613.5 billion in 2019, before the pandemic.

This acceleration marks about 40% growth within a few years, driven in large part by expanded enrollment and greater utilization during and following the pandemic.

Recent budget measures enacted under the Trump administration introduced major proposals for reduced federal Medicaid funding and program restructuring. The “One Big Beautiful Bill Act,” signed in 2025, is expected to lower federal Medicaid spending by more than $1 trillion over the next decade, adding work requirements and higher cost-sharing, which could lead to fewer beneficiaries and decreased funding. States may face increased funding responsibility due to these changes, while the program continues to serve millions.
