Jeffrey S. Paul takes helm at NJ Emergency Management Coordinators Association

Jeffrey S. Paul, Director of the Morris County Office of Emergency Management (OEM), was inaugurated as president of the New Jersey County Emergency Management Coordinator's Association. The ceremony was led by Col. Patrick J. Callahan, Superintendent of the New Jersey State Police, at the Administration and Records Building in Morristown. Sheriff James M. Gannon held the Bible during the swearing-in.

Paul expressed gratitude for his new role, stating, "For this new assignment, I am grateful and truly humbled by the enormity of the responsibility and commit to accepting the challenges that lie ahead." He acknowledged his colleagues' diverse backgrounds and emphasized their shared mission to protect and serve.

The event was attended by several notable figures including Morris County Commissioner Director Tayfun Selen, Commissioner Deborah Smith, Prosecutor Robert J. Carroll, Director Scott Di Giralomo from Morris County Department of Law and Public Safety, Surrogate Heather Darling, senior staff from county administration, and members from various departments.

Col. Callahan praised Paul's leadership in emergency management: "When people say 'Who can help us in a time of crisis?' It’s New Jersey. And it’s because of men like Jeff Paul."

Paul brings over 40 years of experience in law enforcement and emergency management to his new position. His career began with the Morristown Bureau of Police in 1979 before he served as captain at the Morris County Prosecutor's Office until retiring in 2012.

Sheriff Gannon commented on their long-standing partnership since graduating together from police academy: “Just look at his list of achievements: this is the right man for the job.”

As director of Morris County OEM, Paul oversees emergency response partnerships across 39 municipalities within Morris County. He also manages EMS coordination and commands special operations units such as ALS/BLS services for tactical teams.

During President Donald J. Trump's first term, Paul coordinated support teams for U.S Secret Service visits to New Jersey; efforts he will continue during Trump's next term.

Prosecutor Carroll remarked on Paul's appointment saying,"Jeff is a consummate professional and his decades-long experience will bode well for our state."

In addition to extensive certifications including graduation from FBI National Academy & International School Of Tactical Medicine -he has authored articles contributing towards resources like “Ciottone’s Disaster Medicine” while lecturing extensively on related topics statewide serving also as an instructor with NJ State Police

Director Di Giralomo expressed confidence in Paul’s capabilities adding: "Having opportunity influencing statewide through collaboration strengthens preparedness & response efforts across NJ."

The association represents leaders dedicated towards protecting lives/property throughout NJ working closely alongside relevant ESFs supporting these endeavors.
